Running regression tests without valid external files revealed several crashes. Add guarding and remove asserts to make sure regression tests can be executed without crash.

When loading result data required for completion calculations, the results usually are located in STATIC_NATIVE. If data is imported from GRDECL file, the PERM, PORO, etc will be located in "Input Property". This commit will search for data of all types, in priority given in RigCaseCellResultsData::findOrLoadKnownScalarResult()

Introduce hasEnsembleParameters() for efficient check if any case has ensemble parameters.
Use first timestep definition from a summary case, as the time steps usually not differ between different summary vectors.

Fix issues with import
Add progress bar
Add Surface Import Coarsening to Preferences
Use preferredMinimumDistance between point to define how many rows/columns to skip to reduce data size required to represent a surface. Some files have small sampling distance.

Magne Sjaastad 77ef87fb3a System : Move all command features into separate library 
When compiling the complete application, the large number of files causes the input file for a Ninja build (text response file) to become too large on some configurations. Move command features into a separate library to reduce the total file count per project/library.
