1. Unverified email id is getting locked.

2. Admin should be able to lock the user, as currently it only unlocks it via
   user management dialog.
3. There were some indefinite login page loading issues when trying to log in
   with invalid password, where it should redirect to the login page again instead.

+pgAdmin 4 is a rewrite of the popular pgAdmin3 management tool for the
+PostgreSQL (http://www.postgresql.org) database.

+In the following documentation and examples, *$PGADMIN4_SRC/* is used to denote

+pgAdmin 4 is written as a web application in Python, using jQuery and Bootstrap

+The Entity-Relationship Diagram (ERD) tool is a database design tool that provides a graphical representation of database tables, columns, and inter-relationships. ERD can give sufficient information for the database administrator to follow when developing and maintaining the database. The ERD Tool allows you to:
